School Transport

Who Pays and How: Invoicing Transport to a School, P&C or Parent Group

Key takeaways

The three ways NSW schools pay for excursion transport, what each one needs on the quote, and who carries the cost when student numbers drop after booking.

A NSW school can be invoiced directly for excursion transport, and so can a P&C. The three funding routes are a school invoice against a purchase order, a P&C-funded booking, and parent contributions collected by the school or a parent committee. Whichever route you use, the quote should be issued in the name of the entity that will pay, before the booking is confirmed. Changing the payer afterwards means reissuing paperwork that the finance office has already queued.

The three routes, and what each one needs

Route Who is on the quote What the operator needs What usually goes wrong
School invoiced directly The school as the paying entity Purchase order or internal reference, billing contact, invoice email The quote was issued to a teacher’s name, so the invoice does not match the purchase order
P&C funded The P&C association P&C billing contact and confirmation the expenditure is approved The booking is confirmed before the P&C meeting that approves it
Parent contributions The school or the parent committee collecting the money One paying entity, not twenty Contributions are collected after the trip and the balance is unfunded

None of these is harder than the others. What causes friction is switching between them halfway.

Route one: the school is invoiced directly

This is the most common route for curriculum excursions. The school office issues or references a purchase order, the operator invoices the school, and the cost lands against a budget line.

Two things make it run cleanly. The quote must carry the school’s legal name as it appears in the finance system, not the coordinator’s name. And the operator’s entity details need to match across the quote, the insurance certificate and the invoice. Sydney Buses Australia Pty Ltd trades as Sydney Buses & Coaches and operates from 74 Edinburgh Rd, Marrickville, so a finance officer checking the trading name against the entity name should be told the relationship rather than left to work it out.

If your school runs a supplier onboarding process, start it at quote stage. Getting a new supplier into a finance system takes longer than getting a coach.

Route two: the P&C pays

P&C-funded transport is common for carnivals, band tours, community events and subsidised excursions. The mechanics are the same, with one sequencing difference: the expenditure is usually approved at a meeting, and meetings are monthly.

Work backwards from the meeting date, not from the trip date. Published lead times for the operator are two to four weeks for most jobs and four to eight weeks in peak periods, which include December, race days, school excursion season and long weekends. A P&C that approves at the March meeting for an April trip in a peak window is cutting it fine.

Ask for the written quote before the meeting so the treasurer is approving a number rather than an estimate. A quote comes back within two business hours with the vehicle named, which is fast enough to make that possible.

Route three: parent contributions

Parent contribution models work when one entity holds the money and one entity is invoiced. They fail when the transport cost is treated as twenty small debts.

Do the per-student division at quote stage and publish it to families with the permission material, not afterwards. If the contribution is set from an estimate and the final invoice is higher because tolls and parking were quoted separately, someone has to fund the gap, and it is usually the school.

What sits inside the quoted price

Included in every quote: the professional driver, fuel, vehicle insurance and GST. Published rates are GST inclusive, which matters when a finance office is reconciling a quote against an invoice.

Confirmed in advance and priced separately: tolls and parking, driver accommodation on multi-day trips, public holiday and after-hours loading, and waiting time beyond the booked window. For a Sydney excursion the two that move the number are tolls and parking, so ask for them to be estimated on the quote rather than added later. A full-size coach exceeds 2.8 metres in height, which puts it in the heavier toll class on the Sydney toll roads that use dimension-based classes.

Minimum hire is three hours for minibuses and people movers and four hours for midi-coaches and full-size coaches. An airport or point-to-point run can instead be quoted as one fixed transfer fare, and a fare quoted that way is not charged at a minimum. If your trip is a straight transfer, ask for both models. You can also read how charter pricing is structured before you request the quote.

The payment sequence

The published booking process runs in four steps, and the payment points sit at steps three and four.

  1. Send the trip. Pick-up suburb, date and group size is enough to start.
  2. Receive a fixed written quote with the vehicle named, within two business hours.
  3. Confirm with the deposit set out in the quote, the same day.
  4. Driver name, mobile and vehicle registration arrive twenty-four hours before travel.

Cancellation terms are set out in the written quote, and the published terms sit behind them. Read both before you collect money from families, because the refund position you promise parents needs to match the position you actually hold.

Who carries the cost when numbers drop

This is the question schools ask least and regret most.

The booking is for a vehicle, not for a headcount. If forty-eight students become forty, the coach is still a coach and the charge follows the vehicle. What changes the outcome is notice. With enough notice, a smaller vehicle may be available and the quote can be revised. With a week to go in a peak period, it usually cannot.

Two practical habits fix most of it. Lock your headcount, including supervising staff and parent helpers, at a defined point in your own calendar and tell the operator that date. And if the number moves by more than a vehicle class, raise it the day you know rather than the week before travel.

What finance will check before it pays

  • The entity name on the invoice matches the entity name on the quote and the purchase order.
  • An ABN is present.
  • GST treatment is clear, which it is where rates are published GST inclusive.
  • Insurance is current for the travel date, evidenced by a certificate of currency.
  • The operator’s Certificate of Accreditation is on file, since NSW bus operator accreditation is evidenced by the certificate rather than a public register.

That last item is a procurement check as much as a safety one. Excursion planning requires the organiser to check licence and insurance, so the same document set serves both the finance file and the excursion file. Ask for it once.

Frequently asked questions

Can the school pay after the trip on invoice?

Payment arrangements are set out in the written quote, including any deposit. If your school needs invoice-after-travel against a purchase order, raise it at quote stage so the terms can be agreed before the booking is confirmed rather than renegotiated afterwards.

Can one trip be split across two payers?

It is simpler to invoice one entity and let that entity recover a share internally. A single invoice to the school, with the P&C reimbursing the school, produces less paperwork than two part-invoices for one vehicle.

Do published rates include GST?

Yes. The published hourly rates are GST inclusive, and GST is included in the quote.

What if the excursion is cancelled by weather?

Cancellation terms are set out in the written quote. Read them at booking, and tell families what the position is before you collect contributions rather than after a wet Friday.

Do we need to set up the operator as a new supplier?

If your school has not used them before, yes, and it is worth starting at quote stage. Ask for the ABN, bank details, certificate of currency and Certificate of Accreditation in one request so the supplier record and the excursion file are built from the same email.

Next step

If the transport is agreed and only the payment route is unresolved, name the paying entity before you confirm. It is a two minute decision at quote stage and a two week problem afterwards.

Sydney Buses & Coaches handles school and excursion bookings with a fixed written quote back within two business hours, and can supply accreditation and insurance documentation for a school supplier record. Call 02 9469 6600, Monday to Friday 7am to 6pm or Saturday 8am to 2pm.
