The pattern is clear enough to state as a rule. Port Stephens is a day trip if your group is doing exactly one thing, and an overnight if it is doing two. A group that wants the cruise and the dunes on the same day is describing an overnight and has not noticed yet.
The dunes are a transfer, not a stop
This is the single most useful operational fact about a Port Stephens group trip, and it is the one most itineraries get wrong.
Stockton Bight and the Worimi sand dunes are four wheel drive terrain. Access is via the 4WD beach entrances at Gan Gan Road, Anna Bay, or Lavis Lane, Williamtown, and every vehicle entering the Worimi Conservation Lands must be registered and display a valid Worimi Conservation Lands beach vehicle permit.
A coach meets neither requirement, so the dunes are not a stop on a coach itinerary. They are a transfer. The group travels to Anna Bay by coach, steps off, and joins a licensed 4WD, quad bike, camel or sandboarding operator for the dunes portion, then rejoins the coach afterwards.
Framed properly, that is a good thing rather than a limitation. It means the dunes portion is run by operators who hold the permits and the vehicles for it, and it means the coach and driver are free during that window rather than idling on a beach access track. What it needs from you is a plan: an agreed set-down point, an agreed rejoin point, an agreed time, and a booking with the dunes operator made in advance for your exact numbers.
Three questions for whichever dunes operator you choose. Where exactly does a coach set the group down. What is the latest time you can accept a group that is running fifteen minutes behind. What happens to the booking if the weather closes the activity. Get all three in writing.
Cruises and bookings
The same discipline applies to a harbour or dolphin cruise. A cruise has a departure time it will not move, which makes it the fixed point that the rest of the day arranges itself around, exactly like lunch in a wine region.
Book it for your exact numbers, confirm where the coach sets down relative to the wharf, and confirm where the coach waits. Then build the drive time backwards from the cruise departure with a genuine buffer, because a group that misses a 10:00am cruise departure by ten minutes has lost the reason it drove 205 km.
